A NOTICE TO OUR COMMUNITY

We are posting this notice because the people of this community deserve to know what has been happening at our peaceful and lawful protests — and who is responsiblefor it.

An individual from this area — someone we will call “Lincoln” for now — has made a habit of driving his Ford King Ranch F-350 truck past our group and deliberately “coal rolling” us. That means he has modified his truck to pump out thick clouds of black diesel exhaust on command, and he has aimed that exhaust directly at our group. He has done this repeatedly, on multiple occasions, in 2025 and into 2026.

Our group is not made up of outsiders. These are your neighbors — everyday members of this community of all ages and backgrounds. Among them are elderly individuals living with serious health conditions, including respiratory illness, heart disease, and arthritis. Some come despite the physical difficulty of simply standing for any length of time, because they believe that showing up matters. Others bring their children, teaching them from a young age that peaceful participation in our democracy is something worth doing.

This individual has chosen to target all of them. He has blown toxic exhaust into the faces of the elderly and the sick. He has blown it into the faces of children. And on July 5, 2025, among those he targeted was a 99-year-old World War II veteran — a man who had to lean against a utility pole just to stand, but who was there to exercise the same First Amendment rights he once went to war to defend. Lincoln drove past and pumped toxic exhaust directly into his face.

We are not asking anyone to agree with our politics. That is not the point. The point is this: an adult in this community has repeatedly and deliberately directed toxic fumes at his own neighbors — including the elderly, the sick, and children — for no reason other than the fact that he disagrees with their views. That is not a prank. Forcing toxic fumes into someone’s lungs is a physical act of violence, and it is wrong no matter who the target is.

There are certain things that most decent people agree on, whatever their politics. You don’t harm the elderly. You don’t target the sick. You don’t expose children to toxic fumes. You don’t punch down. These aren’t liberal values or conservative values. They are basic human decency — the kind of thing most of us were taught before we were old enough to vote.

What this individual has been doing is none of those things. It is the deliberate, repeated targeting of vulnerable members of his own community. And it is cowardly. There is no other word for it.

We also want this community to know that we have not sat idle. We have filed formal complaints with the Oregon Department of Environmental Quality and the Roseburg Police Department. We have submitted photo and video evidence with both. Coal rolling is a violation of Oregon law (ORS 815.200), carrying fines for each incident and potential liability if it causes injury. Repeat offenders can face license suspension. We will continue to file complaints and pursue every legal option available to us for as long as this continues.

We know who this individual is. We identified him within 24 hours. We are withholding his full name for now — not out of any desire to protect him, but because we are giving him the opportunity to simply stop. If he does, this ends here. If he does not, we will have no reason to continue withholding it.

If you know this individual — if he is your friend, your coworker, someone you grew up with — we are asking you to talk to him. Not for our sake. For his. Because the path he is on leads somewhere he does not want to go, legally or otherwise. And because the people he has been targeting are part of this community too. They are somebody’s grandparents. Somebody’s parents. Somebody’s children. People who have the same right to stand on a street corner and speak their mind as anyone else in this country.

This community is better than this. We believe that. And we think most of the people reading this believe it too.
